- A letter from the municipality addressed to the Director of Preventive Security.
- The original municipality licence and a copy of it.
- A copy of rent contract.
- Availability of a Saudi representative on duty.
- A contract with a specialized security services company that proves hiring a Saudi individual whose age is no less than 20 years. The hired Saudi security guard must attend in person with two (2) photos and a magnified copy of the Civil Affairs card.
- Installation of monitoring cameras; receipts must be provided.
- The installed Monitors must be capable of recording continuously for a week at a time.
- A record of staff members including name, nationality and ID card number to be provided.
- A commitment of leaving no cash during the night shift.
- Lighting the place: inside and outside.
- Availability of a phone line.
- Location must be in a main street.
- Area must be no less than 400 square meters.

If an authorized person submits or follows the request, an official authorization letter must be attached.
Pharmacies:
- A letter from health authorities addressed to the Director of Preventive Security.
- A copy and the original of the health authorities' licence.
- A copy and the original of municipality license .
- A copy of rent contract.
- A contract with a specialized security services company that proves hiring a Saudi individual whose age is no less than 20 years. The hired Saudi security guard must attend in person with two (2) photos and a magnified copy of the Civil Affairs card.
- Installation of monitoring cameras; receipts must be provided.
- The installed Monitors must be capable of recording continuously for a week at a time.
- Opening to a side window to be protected using iron bars; a photo must be attached.
- Professional licences for two (2) employees must be provided.
- A commitment of leaving no money during the night shift.
- The pharmacy must be lighted well: inside and outside.
- Availability of a phone line.
- Location must be on a main street.

Communication Cabinets:
- A request form addressed to the Director of Preventive Security.
- License from Saudi Telecom.
- Rent contract.
- A contract with a specialized security services company that proves hiring a Saudi individual whose age is no less than 20 years. The hired Saudi security guard must attend in person with two (2) photos and a magnified copy of the Civil Affairs card.
- A copy of owner ID card.

Internet Cafes:
- A request addressed to the Director of Preventive Security.
- The municipality licence.
- The rent contract.
- A copy of owner ID card.
- Commitment of recording internet users i.e. name, ID card number and usage time.
- Installation of monitoring cameras at the entrance of the café to allow monitoring the place inside and walking in and out of it.
- The installed Monitors must be capable of recording continuously for a week at a time.
- The owner address, home or office phone number and mobile phone number.

Restaurants and cafes:
- A letter from the municipality addressed to the Director of Preventive Security.
