Civil Defence Council

• The Council of Ministers' Resolution No. (9), dated on (01/16/1387 AH) has approved a proposal to establish the Civil Defense Council.
• The Civil Defense System has been issued by Council of Ministers Resolution No. (25), dated on (23/1/1406 AH).
• The Civil Defense Council has been reconfigured under the Council of Ministers Resolution No. (M/63), dated on (13/9/1436 AH) as follows:

Council's Terms of Reference:

1. Approval of general policy for the works of civil defense.
2. Approval of general plans for the works of civil defense.
3. Approval of projects required for the implementation of public policy for the works and plans of civil defense.
4. Approval of duties and responsibilities of government agencies and other bodies for the implementation of the civil defense works.
5. Issuance of regulations that define the safety requirements and rules that must be met in different industrial, commercial, agricultural and professions, business and residential buildings, facilities and infrastructure activities, in order to ensure the protection of lives and public and private property, in arrangement with the concerned authorities.
6. Issuance of regulations that define the conditions for the establishment of public and private bunkers and their specifications, in cooperation with the concerned authorities.
7. Issuance of the regulations for the organization of volunteer work in civil defense work, and determine the conditions required of them, their rights and duties.
8. Approval of training policy on civil defense work, the implementation of plans and projects, besides the approval of the required programs.
9. Support of scientific and research activity in the subjects related to the works of civil defense and disaster response.
10. Formation of civil defense committees, and identifying their tasks, work procedures, locations, representatives and chairperson of each committee.
11. Identification and classification of places and facilities subject to the application of civil defense measures in whole or in part, as well as places and facilities, where the authorities are placed for the implementation of civil defense operations and developing of the required rules to assess the damage and compensate the affected people.
12. Determination of the number of rooms and centers of civil defense operations and their locations; the formation of bodies, and securing of communication channels with operations centers and rooms of the military authorities and others, for the exchange of information and instructions.
13. Checking of the civil defense works' annual report.
14. Approval of the international cooperation mechanisms in the field of civil defense and disaster response.
15. Approval of the annual draft budget of the directorate general of civil defense and the annual draft budget of the council of civil defense, in preparation for forwarding to the ministry of finance.
16. Proposing the means required to fund the civil defense to implement its plans and projects, in the budgets of the ministries, government departments and people with general moral character, in coordination with the concerned party.
