Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, chaired a abinet's session held today at Al-Yamamah palace in Riyadh.
At the outset of the session, the king briefed the cabinet on the content of the two messages received from President Sahle-Work Zewde and Prime Minister Abiy Ahmed Ali of the Federal Democratic Republic of Ethiopia.
The cabinet welcomed the signing by the Kingdom of Saudi Arabia and the state of Kuwait of an agreement annexed to the two agreements of dividing the divided and the submerged zones, adjacent to the divided zone, and a memorandum of understanding related to procedures for resuming oil production from the divided and submerged zones on both sides. The cabinet also stressed that this embodies an aspect of deep-rooted relations between the two countries, led by The Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, and Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah, Emir of the State of Kuwait.
Minister of Media, Turki bin Abdullah Al-Shabanah, pointed out in a statement to the Saudi Press Agency after the session, that the cabinet reviewed latest developments in the region and the world, stressing the kingdom's wide attention and follow-up to the sufferings of Muslims in Myanmar, praising in this regard the United Nations General Assembly adoption of the "Situation of Human Rights of Rohingya Muslims And Other Minorities In Myanmar" resolution, which the kingdom submitted on behalf of its sponsoring countries, emanating from its belief in the need to find a solution to their tragedy and recognize their right of citizenship and a decent life.
The cabinet reviewed the final statement of the meeting of independent members representatives of Syrian revolution and opposition forces held in Riyadh, with participation of Syrian national figures from all components of the Syrian people, citing the importance of the political process to achieve a political transition in accordance with international decisions, a condemnation of terrorism in all its forms, a demand for Foreign forces and militias, foremost of which Iranian militias, to exit from Syria, and a call on the international community to assume its responsibilities towards that. The cabinet stressed its keenness on unity, sovereignty, stability and cohesion of social fabric of Syria.
The minister of media stated that the cabinet praised the efforts of the presidency of the state security and its employees in following up and tracking down criminal elements who were trying to undermine the security and stability of the country, its citizens and residents. In this context, it indicated the exposing and thwarting terrorist elements in Dammam who were traveling in a bombed car and trying to carry out an imminent terrorist operation, and eliminating two of them and arresting the third.
The cabinet expressed the kingdom's condemnation and denunciation of the attacks by terrorist militias backed by the Iranian regime against the American forces present in Iraq within the international coalition to confront ISIS terrorist organization, stressing that these terrorist attacks violate the sovereignty of Iraq, affect its security and stability and directly affect the efforts to combat terrorism, which necessitates supporting cooperation efforts between the Iraqi government and the international coalition forces led by the United States of America by investigating the incident of the attack that targeted an Iraqi base near Kirkuk, and taking appropriate measures to prevent the recurrence of hostilities supported by the Iranian regime.
The cabinet also renewed the kingdom's condemnation and denunciation of the attack that targeted a military site north of Burkina Faso, and the bombing in the Somali capital Mogadishu, which resulted in dozens of civilians and security men killed and wounded. The Cabinet affirmed the Kingdom's position rejecting all forms of violence, extremism and terrorism, expressing its condolences and sympathy to the governments and peoples of Somalia and Burkina Faso, and its wishes for a speedy recovery for the injured.
The cabinet issued the following decisions:
First: the cabinet approved an agreement between the Kingdom of Saudi Arabia and the Republic of Iraq on the promotion and mutual protection of investments.
A royal decree has been prepared.
Second: the cabinet approved a memorandum of understanding for cooperation in the field of intellectual property between the Saudi Authority for Intellectual Property of the Kingdom of Saudi Arabia and the National Intellectual Property Administration of the People's Republic of China.
Third: the cabinet approved a memorandum of understanding for cooperation in the fields of agricultural development and environmental sustainability between the Ministry of Environment, Water and Agriculture of the Kingdom of Saudi Arabia and the International Center for Biosaline Agriculture (ICBA).
Fourth: the cabinet approved an agreement establishing the Gulf Payments Company.
Fifth: the cabinet approved a memorandum of understanding for technical cooperation in the field of tax administration between the General Authority of Zakat and Tax of the Kingdom of Saudi Arabia and the Federal Tax Service of the Russian Federation.
Sixth: the cabinet authorized the minister of industry and mineral resources - or his deputy - to discuss with the Tunisian side a draft memorandum of understanding for industrial cooperation between the ministry of industry and mineral resources of the Kingdom of Saudi Arabia and the ministry of industry and small and medium-sized enterprises of the Republic of Tunisia.
Seventh: the cabinet authorized the minister of transport, chairman of the board of directors of the General Authority of Civil Aviation - or his deputy - to sign a draft agreement in the field of air transport services between the government of the Kingdom of Saudi Arabia and the government of the Argentine Republic.
Eighth: the cabinet approved an agreement for cooperation in the field of sports between the government of the Kingdom of Saudi Arabia and the government of the Islamic Republic of Pakistan.
Ninth: the cabinet decided to transfer the national heritage activity from the Saudi Commission for Tourism and National Heritage to the Ministry of Culture.
Tenth: the cabinet appointed Dr. Abdulrahman bin Saleh Al-Ubaid, Abdulaziz bin Nasser Al-Sorayai and Eng. Adel bin Ali Al-Ghamdi as members of the Board of Directors of the Saudi Standards, Metrology and Quality Organization.
Eleventh: the cabinet appointed Dr. Abdulaziz bin Mohammed Al-Suwailem, Eng. Ali bin Ayedh Al-Qarni and Dr. Walid bin Mohammed Zahid as members of the Board of Directors of the National Center for Environmental Compliance Control.
Twelfth: the cabinet approved a number of appointments and promotions as follows:
1- Ahmed bin Saleh bin Ali Al-Ghamdi promoted to the post of Undersecretary for Security Affairs (Rank 15) at Baha Region Principality.
2- Abdulaziz bin Khalid bin Salamah Al-Shammari appointed to the post of Ambassador at the Ministry of Foreign Affairs.
3- Mansour bin Mohammed bin Ali Al-Jarbou promoted to the post Advisor for Cases Affairs (Rank 14) at the Ministry of Interior.
4- Saad bin Salem bin Saad Al-Shehri promoted to the post of Director General of Administrative and Financial Affairs (Rank 14) at the General Directorate of Prisons.
5- Ali bin Saleh bin Ibrahim Al-Ghammas promoted to the post of Administrative Advisor (Rank 14) at the Public Security.
6- Khalid bin Hamoud bin Nasser Al-Qahtani, Farid bin Abdulrahman bin Ahmed Al-Khazim, Saad bin Abdullah bin Saad Al-Nefaie, Hatem bin Ghramallah bin Qalil Al-Ghamdi, Meshari bin Ali bin Mohammed bin Nahit, Khalid bin Eid bin Maarik Al-Shammari, Khalil bin Ahmed bin Ali Admawi, Bandar bin Fahd bin Abdulrahman Al-Zaid, Tariq bin Khaddam bin Saleh Al-Fayez, Samer bin Ibrahim bin Omar Al-Kharashi and Jamal bin Mohammad Hassan bin Ibrahim Al-Madani were promoted to the post of minister plenipotentiary at the ministry of foreign affairs.
