Mission
Registration of citizens and residents; and recording their various civil affairs events and make such events available to them and to authorities relating to their interests, in all appropriate, available and required methods and tools.
Functions
The functions of the agency of civil affairs can be summarised as follows:

Application of Civil Affairs Law, its Executive Regulations and the instructions attached thereto.

Application of Saudi Arabian nationality Law, its Executive Regulations and instructions attached thereto.

Keeping civil status of every citizen, recording all events in his life and recording civil events of residents, visitors and pilgrims.

Issuance of the civil affairs ID card, national ID card, family register and birth and death certificates.

Issuance of Hajj permits to citizens.

Organisation of the central civil registry, issuance of the national number for each citizen and provision of information to the ministry of interior’s main database.

Co-ordination of work among the branches of the Agency and provision of manpower and equipment to these branches.

Setting of work regulating instructions and reviewing same periodically to ensure good performance.

Preparation of daily, monthly and annual statistical reports on the ID cards and documents issued by the civil affairs departments.

Preparation and training of manpower, and qualify them technically to carry out the various civil affairs tasks.

Taking necessary measures to prevent forgery of documents issued by the civil affairs, detecting fraud acts, promoting and misusing of civil affairs documents and work to develop these documents against forgery in co-ordination with the competent authorities.

Participation in the study and handling of phenomena relating to the competence of the ministry of interior because the civil affairs agency is a vital sector, which has close relation with the citizens and expatriates.
