Foundation:
The Higher Institute for Security Studies (HISS) was founded in 1389H under the name the officers' institute, which fell under the jurisdiction of the general directorate of public security. The main objective of the Institute was to train, qualify and improve performance of officers in the various security and criminal investigation field.
Twenty years later, a ministerial decree No. (9), dated 27/12/1408H, transferred the Institute under the general directorate of King Fahd Security College (KFSC); and its syllabus were reconstructed and reviewed to cope with and meet the new objectives that serve all the military and security sectors. The name has been changed to the Higher Institute for Security Studies (HISS) in 1409H.
Objectives:
The main objective of the Institute was to upgrade and improve performance; to qualify the security staff and the military sector’s personnel; and to equip them with the modernised training in order to perform their job competently.
Functions:
- To identify the training requirements for officers.
- To propose different training plans and programmes in order to meet training needs, and to make available the necessary funds to implement such programmes and plans after approval.
- To arrange the suitable training courses for officers to improve their performance; and develop proper career conduct as well as providing them with up-to-date information in the security field.
- To carry out the promotion exam for officers of the ministry of interior.
- To propose the number of personnel at each training course at the Institute in collaboration with the admission and registration dept.
- To prepare exams for the courses offered by the Institute, supervise implementation, and submit the exam results to the admission dept.
- To evaluate the training courses conducted by the Institute and improve if necessary.
- To propose practical and executive rules and regulations decrees to be implemented by the Institute and improve them if necessary.
- To prepare periodic reports regarding the activities and achievements of the Institute; and proposals for development.
- Any other tasks required.
Departments benefiting from HISS:
The HISS provides various training programmes and courses for all security bodies such as the national guard, the ministry of defence, the ministry of interior and the public intelligence, in addition to some civil bodies dealing with security and criminal investigation matters such as the governor’s office (the emirate) and the investigation and prosecution bureau.
The Institute also provides its services to some gulf states in certain areas.
The Teaching Staff:
In order for the Institute to competently carry out its duties, a sufficient number of a highly qualified teaching staff has been employed in addition to well-qualified and experienced administrative and technical personnel, who provide services in certain training courses.
The teaching staff at the Institute are put into two main categories:
The first; the teaching staff from within the college, who are nominated by their departments to lecture or teach the course programme.
The second type are part time lecturers from outside the College. The Institute uses the services of such staffs on a part time basis to teach some limited subjects for which there is no such specialty in the College. The Institute, in collaboration with college departments, nominates the lecturers. The Institute employs the services of the staff of the Saudi universities in Riyadh and some other security sectors.
Field Visits and Practical Training:
Field visits and practical training are the best methods for communicating data and information to the trainees where the theoretical courses are to be implemented in practice. Therefore, the field visits together with the practical work are incorporated in the annual Institute's plans.
The institution or the body, which shall conduct the appropriate practical training would be identified, then formally requested to carry out the practical training or the visit; and would be given the option to specify the date and time for the job and to supervise it. After completing its mission, the same body is required to submit reports and prepare the necessary minutes for evaluation and study by the Institute.
Experienced Leaders:
Leaders of long service experience and of high specialties, especially those of specialties that are directly related to the course subjects, are invited by the Institute to meet the trainees at specific dates, in order to show their experience; the advantages and disadvantages thereof; and the solutions they implemented to cure the shortcomings; and what improvements they introduced. Then a series of discussions with the trainees are carried.
The administrative leadership course is the one that mostly benefited from this type of visits in their diploma course because the course period permits for such lecturers.

Officer’s Promotion Exam:
The aim of such exams is to enrich, develop and increase the knowledge of officers in all fields of science related to their tasks as security officers. Also is to raise the competition among the officers in the area of general knowledge, updating the information and close follow up to scientific, administrative development and to acquaint them with the latest developments in their field of specialty or any instructions related to their work.
