What is Saher?
Saher is an "Automated System" for the management of traffic via e-systems covering major cities in Saudi Arabia. Saher System uses digital cameras network technology connected to the National Information Center (NIC).
Project Components
A) Project's Systems:

* These systems will be connected to the command and control centers located in eight cities in the kingdom.
B) Command and Control Centers:
The Saher System comprises centers of command and control for the connection, operation and management of all systems in the project.
The System:

The Traffic Management System (TMS) is a sophisticated e-System designed to improve traffic flow automatically through the control of traffic light signals by monitoring the number of vehicles in all directions for each intersection that is so-called "Green Wave".

The Auto Vehicle Location System (AVL) is an e-System designed to track and locate the vehicles of the traffic dept. to help speed dealing with cases and control field corps.

The Licence Plate Recognition System (LPR) is an e-System installed at the entrances and exits to cities in order to identify vehicles for statistical purposes or to control stolen or wanted vehicles through the plates of these vehicles.

The Variable Massaging Signs System (VMS) is a network of signboards with live demonstration, intended to guide drivers to avoid traffic jams on the roads.

The Close Circuit TV System (CCTV) is an e-System designed to monitor live flow traffic on major roads.

The Law Enforcement System (LES) is a network of cameras and fixed and mobile radars to monitor and control traffic violations automatically and issue violation notices.
Violation Ticket Circle:

Monitor the violation by the cameras.

Send a picture of the plate of the vehicle in violation.

Send the violation to Violation Processing Center.

Access vehicle owner information from the national database.

Issue the violation Ticket.

The payment of the violation is via local banks systems.

Important Note:
All citizens and residents are required to update their data (phone, PO Box and address) at any Ministry of Interior sector (Traffic, Civil Affairs, Passports) so they can be informed of any violation registered to them, to enable all to pay the minimal value within 30 days; where in the case of non-payment during that period, all must pay the maximum value (according to the new traffic system).
