The Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud chaired the Cabinet‘s session at Al-Salam Palace in Jeddah on Tuesday afternoon.
At the outset of the session, the King welcomed pilgrims who started arriving in the Kingdom from all over the world to perform Hajj rituals, praying to Almighty Allah to accept their Hajj, directing all public and private sectors pertaining to serving pilgrims to exert all efforts for facilitating for pilgrims since their arrival through various ports and in the two holy cities of Makkah and Madinah and the holy sites, double their endeavors and upgrade services being provided for pilgrims to keep abreast of latest developments executed in the Two Holy Mosques, holy sites and various utilities to provide best facilities for the guests of Allah to perform Hajj rituals easily, tranquilly and safely.
The King briefed the Cabinet on the results of his talks with President Isaias Afwerki of the State of Eritrea, during which they reviewed bilateral relations between the two countries, ways of developing and enhancing them and latest developments at the regional arena.
The Minister of Media Dr. Awwad bin Saleh Al-Awwad said in a statement to the Saudi Press Agency following the session that the Cabinet reviewed a number of reports on latest developments in the region and the world, appreciating the signing of minutes of establishing a coordination council between the Kingdom and Kuwait, reaffirming close ties between the two countries and keenness on developing and enhancing them to serve the joint interests of the two countries and their brotherly peoples.
The Cabinet also welcomed what has been issued by the Group of Twenty Finance Ministers and Central Bank Governors (G20) after their meeting held in Buenos Aires on July 21-22, 2018, on the importance of the continuation of G20 efforts in supporting balanced, strong, sustainable and comprehensive growth and the implementation of structural reforms to enhance the prospects of the global economy in addition to exerting efforts to benefit from technical advancement and avoid its negative impact on employment opportunities and the importance of investment in infrastructure, including the mobilization of private sector resources for investing in infrastructure.
Minister of Media Dr. Al-Awwad also stated that the Cabinet expressed the Kingdom's appreciation for what has been done by the United Nations and its Agencies of an important role to make children avoid the destruction of war and the suffering of the diaspora around the world, reiterating the Kingdom's support for all measures and precautions necessary to maintain their safety and reduce the loss of civilian lives.
The Cabinet stressed, in this context, the Kingdom's call to the Uinted Nations Security Council to condemn the actions being committed by Al-Houthi militias backed by Iran on recruiting children and involving them in battlefields as well as using them as human shields and the firing of missiles from platforms installed in the civilian neighborhoods, reflecting a blatant disregard for international laws and humanitarian norms.
The Cabinet also renewed the Kingdom's rejection and condemnation of the Israeli Knesset's adoption of the "Jewish Nation-State" law, which contravenes the provisions of the international law, the principles of international legality and the lofty principles of human rights and, impedes international efforts aimed at finding a peaceful solution to the Palestinian-Israeli conflict, calling on the international community to reject such law and all other Israeli attempts to perpetuate racial discrimination against the Palestinian people aimed at obliterating their national identity and undermining their legitimate rights.
Dr. Awwad bin Saleh Al-Awwad said that the Cabinet reviewed topics on its agenda, including some co-studied by the Shura Council and concluded the following:
First:
The Cabinet approved a cooperation agreement in the fields of agriculture, livestock and fish resources between the Ministry of Environment, Water, and Agriculture of the Kingdom of Saudi Arabia and Bulgarian Ministry of Agriculture, Food and Forestry.
A royal decree has been prepared in this regard.
Second:
The Cabinet authorized the Chairman of the Board of Directors of the General Sports Authority - or his deputy - to discuss with the New Zealand side a draft Memorandum of Understanding for cooperation between the General Sports Authority of the Kingdom of Saudi Arabia and Sport New Zealand in the fields of promoting physical activities and sports participation, sign it, and submit the final version to complete formal procedures.
Third:
The Cabinet approved a memorandum of understanding between the General Auditing Bureau in the Kingdom of Saudi Arabia and the Accountability State Authority in the Arab Republic of Egypt in the field of accountability, supervisory and professional work.
Fourth:
The Cabinet approved the following mechanism concerning the procedures for the signing of the agreement adopted by the World Trade Organization with countries seeking accession to the World Trade Organization:
"After the Saudi negotiating team approves the outcome of the negotiations with the country seeking accession to the World Trade Organization regarding the Kingdom's requests for access to the markets of that country, the Minister of Commerce and Investment authorizes whoever he sees fit to consider the initial signing of the schedules of the obligations of that State and the texts reached by the two parties, then the Minister of Commerce and Investment - or his deputy - shall sign the final protocol of the agreement, adopted by the World Trade Organization with the country seeking accession to the World Trade Organization. "
Fifth:
The Cabinet approved the final account of Prince Sattam bin Abdulaziz University for a previous financial year.
Sixth:
The Cabinet approved organizational arrangements for the Camel Club.
7th:
The Cabinet approved a mechanism for the transfer of tasks of managing Finance Houses in the Ministry of Justice and the Chambers of Finance Houses in the courts to the General Commission For the Guardianship Of Trust Funds For Minors and their Counterparts.
8th:
The Cabinet approved promotions as follows:
1. Abdulaziz bin Muyqil bin Abdullah Al-Bassam to the post of (Administrative Advisor) at 15th rank in the Ministry of Defense.
2. Ibrahim bin Ali bin Huwaidi Al-Hussein to the post of (Deputy Governor for Cereals) at 15th rank in Saudi Grains Organization.
3. Mashhour bin Mohsen bin Ahmed Al-Menemi to the post of (Undersecretary of General President for Affairs of the Grand Holy Mosque) at 15th rank in the General Presidency for the Affairs of the Grand Mosque and the Prophet's Mosque.
4. Abdurrahman bin Muhanna bin Manwar Al-Jahani to the post of (Undersecretary for Awareness and Guidance) at 15th rank in the General Presidency of the Commission for the Promotion of Virtue and Prevention of Vice
5. Abdullah bin Mohammed bin Mansour Al-Barrak to the post of (Director General of Administrative and Financial Affairs) at 14th rank in the Supreme Court.
6 - Abdullah bin Abdulaziz bin Abdullah Al-Tuwaijri to the post of (Mayor's Undersecretary for Services) at 14th rank in the municipality of Madinah region.
7. Ali bin Saeed bin Ali Al-Qahtani to the post of (Legal Advisor) at 14th rank in the Supreme Judicial Council.
8. Mohammed bin Ibrahim bin Abdullah Al-Haidari to the post of Deputy Director General at 14 rank in the General Directorate of Water in the Eastern region.
The Cabinet was briefed on a number of general topics on its agenda, including the annual reports of the Education Assessment Board and the Human Resources Development Fund for two previous fiscal years.
