1- If proven, the following activities are punishable by imprisonment for not more than thirty years and a fine not exceeding three hundred thousand riyals:
A - Smuggle of personal or military weapons or related spare parts and ammunition into the country with an intention to destabilize internal security.
B – Use of personal or military weapons or ammunition or pieces of them, or manufacture, assembly, sale, purchase or acquisition of such weapons with an intention to destabilize internal security.
2- If proven, the following activities are punishable by imprisonment for not more than twenty years and a fine not exceeding two hundred thousand riyals, or either of them:
A - Smuggling military weapons or related spare parts and ammunition into the country with an intention of trafficking.
B – Manufacturing military weapons, ammunition or spare parts with an intention of trafficking.
C – Whoever is proven to carry a military weapon or ammunition or acquire any of such a weapon or sell or purchase it will be punishable by imprisonment for a term not exceeding fifteen years and a fine not exceeding one hundred and fifty thousand riyals, or either of them.
D – Whoever is proven to manufacture personal weapons or spare parts and ammunition, or proved he smuggled into the country for the purpose of trafficking will be punishable by imprisonment for a term not exceeding ten years and a fine not exceeding one hundred thousand riyals, or either of them.
3 – If proven, the following activities are punishable by imprisonment for a term not exceeding five years and a fine not exceeding thirty thousand riyals, or either of them:
A - Smuggling of hunting weapons or related spare parts and ammunition into the country for the purpose of trafficking.
B - Smuggling of personal firearms or related spare parts or ammunition into the Kingdom for personal use.
C – Manufacturing hunting weapons or related spare parts.
D – Amending hunting weapons, weapons of exercise or antique firearms in order to make weapons more dangerous.
4 – Whoever is proven to purchase a personal firearm without a license, or sell any of that will be punishable by imprisonment for a term not exceeding two years and a fine not to exceed seven thousand riyals, or either of them.
5 – Whoever is proven to possess a personal firearm or ammunition without a license will be punishable by imprisonment for a term not exceeding eighteen months and a fine of not more than six thousand riyals, or either of them.
6 – If proven, the following activities are punishable by imprisonment for a term not exceeding one year, and a fine not exceeding five thousand riyals, or either of them:
A – Using a licensed firearm for a purpose different from the purpose for which it is licensed.
B – Using a firearm for hunting even if it is licensed.
C – Possessing a hunting weapon or ammunition without a license.
D – Allowing others to use a licensed weapon or the use of such a weapon by others because of negligence.
E - Transferring or assisting in transferring of unlicensed weapons or ammunition.
F- Opening a center for training on hunting weapons, or exercise without a license.
G - Practicing the profession of weapons repair without a license.
H – Repairing unlicensed weapons.
I – Manufacturing ammunition for hunting weapons.
J - Smuggling quantities of exercise weapons into the Kingdom.
K - Smuggling hunting weapons or ammunition into the kingdom with an intention of personal use.
L - Smuggling antique firearms with intent to trade.
M – Violating any of the licensing conditions by import, sale, possession or repair of weapons.
7 – Whoever is proven to acquaint information on operations pertaining to trading in weapons without a license or smuggling and did not report to the competent authorities will be punishable by imprisonment for a term not exceeding six months and a fine of not more than three thousand riyals, or either of them.
8 – Each of the following cases is punishable by a fine not exceeding two thousand riyals:
A – If a person who's licensed to import, sell and purchase or repair, or train, his license expired but continued to do business without applying to renew the license within three months from expiry date.
B – If a person who's licensed to carry or possess weapons his license is cancelled but did not act or deliver the weapon within three months from the date of cancellation of license.
C – Any person proven to smuggle exercise weapons for personal use.
D – Any person proven to become acquainted with a loss, steal or damage of his weapon but did not report to the competent authorities.
E - Any person proven to infringe any other provision of these Regulations and Rules, which does not fall under the penalties contained therein.
9 – Whoever is proven to carry his licensed weapon in places and times in which carrying arms is prohibited will be punishable by a fine not exceeding one thousand riyals; the Regulations shall specify the places and times in which carrying weapons is prohibited.
10 – Any person proven to lose his weapon because of negligence will be punishable by a fine not exceeding one thousand riyals, and denied any new licensing for any weapon for two years from the date of execution of punishment.
11 – The following cases are subject to a penalty of not less than one hundred riyals and not exceeding five hundred riyals for each year of delay:
A – Any person whose license to carry or possess a weapon is expired but did not apply for renewal within three months from expiry date.
B – Any person who inherited a licensed firearm by a legacy or will and did not report to the competent authorities within three months from the date the weapon became his own.
C - Any person proved to sell or present arms and ammunition authorized to pass through the Kingdom will be subject to penalties stipulated for traffickers of weapons according to type.
D – Any person proven to participate in infringing any of mentioned provisions will be subject to penalty prescribed for the same violation contained in this system.
12 – If they violate any of the provisions contained therein, institutions, companies or any other establishment are subject to punishments prescribed herein except imprisonment.
