Procedures for importing air-rifles
-
A – A licensee submit an application to the district police requesting to import the annual quantity allowed from air-rifles that should not exceed five thousand rifles, two thousand boxes the capacity of each is twenty five thousand rounds of ammunition, and attach a statement showing the number of guns that previously imported and the remaining ones, according to the prepared form.
B – The documents are submitted from the police to the Principality of the region to be sent to the competent authority to address the customs to allow the required quantity.
C - Branches located in another region are treated equally like a major center.

Conditions and procedures for obtaining a licence to carry or possess personal firearms and hunting weapons

Conditions:
A – Applicant age must reach 21 years.
B – His criminal record must be clean.
C – Must be free from any infirmity or physical, nervous or mental illness that hampers the use of arms according to the prepared form.
Procedures:
A – A licensee provides a statement of names of persons wishing to purchase handguns to the public security (weapons, disable explosives).
B - After fulfilling conditions set out above, the statement is re-sent to the licensee in order to complete the import procedures and to provide for the public security, a list of weapons to be submitted to the concerned authority for approval.
C - Competent Authority shall complete approval procedures and provide a copy of such for the public security (department of weapons and explosives) in order to inform the licensee.

Storage conditions
-
A – Warehouses must be built of reinforced concrete.
B – Weapons must be stored separately from ammunition by at least two meters.
C – Warehouses' doors must be of reinforced steel with at least two locks.
D - Ventilation holes should not exceed 15×15 cm, and height must be two meters and fifty centimeters, should be protected by reinforced steel mesh and not located in places difficult to guard.
E – Warehouses must only be used for storing weapons and ammunition and relevant spare parts.
F- Shelves and cupboards in the store must be of iron.
G - Electrical wiring inside the warehouse must be properly fixed, compatible with safety requirements.
H – Only electricity to be used as source of light or driving force within the warehouse.
I – A breaker must be fixed near the door of the warehouse to cut power at closing or when the need arises.
J – Sufficient quantity and number of fire fighting tools must be available inside the store.

Terms for transport of imported shipments
-
The importer shall secure safe method to transport the shipments led by a Saudi driver eligible to carry weapons or transport them by a specialised security company, taking the following into consideration:
A – Must not combine firearms, hunting weapons and ammunition in one shipment.
B – The driver must carry an evidence that the shipment belongs to a body licensed to practice the profession of arms sales.
C – Samples of imported objects shall be received, under the supervision of public security (weapons and explosives department), from the port of access to the criminal evidence department to take weapon's fingerprint and transfer them to a warehouse.

Procedures to let in individual firearms, hunting weapons, ammunition, spare parts and accessories
-
A - A committee formed from the security authorities and the customs at the destination port, inspects and locate the imported contents to ensure that they conform to the terms of the permission of import, and minutes a record that is signed by members of the Committee and the licensee or his deputy.
B - If the imported objects are not in conformity with the permission of import in terms of quality, such are being seized and minuted under a record signed by the members of the Committee then forwarded to concerned authority for action against the violating importer; the importer shall re-export shipment to its source; and a copy the decision against the violator shall be sent to concerned authorities.
C - If objects identical to those supplied in the import permit in terms of type but violating quantity by increase, a record is prepared in the light of above in the preceding paragraph (b); and the public security shall communicate such to the competent body to take action.
D - The licensee will receive the weapons under the supervision of the public security (weapons and explosives department) to transfer them to Criminal Evidence for fingerprint-taking and return them to the store.
E - The Public Security (weapons and explosives department) shall issue the necessary permits and return them to the shop to deliver them with the weapons to their owners, according to the prepared form.

Procedure to import ammunition, spare parts and supplies for personal firearms and hunting weapons

A - The public security (weapons and explosives department) studies the import applications and submits them to the competent authorities.
B - The Competent Authority shall complete the procedures to let in required materials and provide public security (weapons and explosives department) with a copy of the action.
C - The licensee shall inquire the public security (weapons and explosives department) about shipment actual arrival date.

Procedures to import and sell personal firearms and hunting weapons

A – A licensee provides a statement to the public security (weapons and explosives department) listing the names of persons wishing to purchase handguns.
B - After fulfilling terms of carrying firearms, the statement is returned to the licensee who shall complete the import procedures and provide the public security (weapons and explosives department) with a list of weapons in order to submit them to the concerned authority for approval.
C - The competent authority shall complete the approval procedures and send a copy to the public security (weapons and explosives department) in order to inform the licensee.

Conditions, procedures to obtain a licence to import archaeological arms for trade

A – Applicant must be a Saudi national.
B – He must have a valid CR.

Licensing requirements to open stores to sell personal firearms
-
- Applicant must be a Saudi national.
- Age must not be less than 25 years.
- He must be mentally and physically intact.
- His criminal and security record must be clean.
- Applicant must possess a valid CR.
- He must provide a bank guarantee (five hundred thousand riyals).

Requirements to obtain a marksmanship training club licence

- Applicant must be a Saudi national.
- Age must be 25 years.
- Applicant's criminal record must be clean unless he is rehabilitated; and he must have never been admitted to hospital for mental, neurological or psychological treatment only if he is proved to recover.
General Terms:
- Applications must be submitted within the time specified in the announcement.
- Applicant must sign the pledge.
- Applicant must fill in the address form.
- Define the region, city and the site proposed for the club and the approximate area.
- Compliance with regulations, terms and conditions set forth in Article XII of the weapons and ammunition law.
- Provide a statement of business activities or investment projects, if any.
- Provide economic studies and preliminary designs for the project from a certified engineering consultant office, showing project implementation period and implementation, operation plans according to the terms and conditions provided for in Article XII of the weapons and ammunition law, with consistent conditions and the laws of International Shooting Sport Federation, and to submit within six months from the date of signing the pledge provide that the application and signing of pledge was within the period specified in the announcement; and in the case of late submission of studies and designs, applicant is deemed withdrawn.

Provisions for diplomats, residents and official delegations
-
A – The members of the diplomatic and consular corps accredited to the Kingdom are allowed to bring usual personal arms, carry and exquisite them besides ammunition after obtaining a licence, or purchase such arms from Saudi licensed shops on reciprocity conditions.
B - A licence referred to in the preceding paragraph (a) of this article is issued by a competent authority at the request of the Ministry of Foreign Affairs.
C - Members of the diplomatic and consular corps are allowed to transfer ownership of arms licensed only to a member of the same diplomatic mission. Otherwise it is to be proved that the weapon is taken out of the Kingdom at the end of a licensee's diplomatic, consular service in the Kingdom but if the weapon has been obtained according to paragraph (a) of this Article, it is permissible to dispose of it in accordance with this Law.

Procedures, conditions for bringing weapons of Saudi diplomatic and consular members working abroad

Procedures:
A – A member of the diplomatic or consular corps post a requests to the embassy of the Kingdom to bring his personal firearm (pistol) providing personal information and firearm's details in terms of number, caliber, industry and the brand, model and number of ammunition.
B - The ministry of foreign affairs shall address the competent authority to make way for the firearm and ammunition.
C - When the firearm is approved a copy of the action must be communicated to the ministry of foreign affairs, customs department and public security.
D - The Public Security (weapons and explosive department) shall receive the firearm from the customs department and sent for forensic evidence to take the mark and then return for the issuance of the licence and handing over to the owner and notify the competent authority.
Conditions:
A - The firearm to be brought must be permitted and authorised by the State in which the diplomatic member operates.
B – Applicant has never brought another firearm before.
C – Applicant must meet the conditions for granting a licence.

General provisions regarding weapons repair shop
-
A - Applicant must be a Saudi national. B – He must meet conditions for granting a licence of arms. C – Must sign a pledge to not to:
- Employ non-Saudis without permission.
- Make any amendment to the weapon or ammunition, making it more dangerous.
- Engage in the profession of arms repair before taking a training course by the public security or possessing a certificate in this area recognised by the competent authority (Public Security).
- Practice the profession of arms repair and maintenance outside the shop.
- Repair any unregistered weapons.

Terms and specifications that must be met in an arms repair shop
-
A - A shop must not be close to hazardous locations and must meet safety requirements. B – Building must be of reinforced concrete, and does not contain combustible materials. C – Certificates of safety, security requirements in the maintenance workshop from the public security and civil defence. D - Arms intended for reform must be kept inside iron coffers with secured lock. E- Outer door of the shop must be made of tonic iron and is locked with at least two locks.

Procedures to obtain a licence for arms repair shop

A - Application is submitted to public security; the Principality shall submit the application to the competent authority if conditions are met.
B - After the approval, applicant is given a grace period of six months for the processing of the shop and getting certificates of safety, security requirements matching from the public security and civil defence. C - After the completion of procedures, an application is submitted to the competent authority for the issuance of the licence. D – The public security (weapons and explosives department) keeps special records for maintenance workshops.

Procedures to cancel a licence for import or repair firearms
-
A - If the revocation of the licence is due to death, physical illness or mental disability preventing the licensee to conduct business, the heirs' deputy or the guardian or patient guardian must inform the competent authorities (police division at the place of residence) at the time so as to be submitted to the competent authority for permission to hand over weapons to their respective owners.
B - If the heirs' deputy or the guardian or patient guardian wishes to obtain a licence to import, sell or repair firearms and meets the conditions the Principality shall submit his application to the competent authority to issue the licence; if not, a committee must be formed from security bodies to count the ammunition or spare parts and dispose such either by selling on another licensed repair shop or re-export.
C – If a condition from those of granting the licence is not met, a committee is formed from security authorities to liquidate the shop either by sell to another licensed shop or re-export
D - In case of non-discharge of ammunition or spare parts, or non-re-export to the source of origin, a committee is formed from relevant security bodies for the issue and it is submitted to the concerned authority.

Procedures, controls to travel outside the Kingdom for hunting and take hunting weapons

A – An application is submitted to the Minister accompanied by copies of permits and consent of the destination state. B - Competent authority shall complete the necessary procedures. C - Entry and exit of arms and ammunition must be thru official customs ports. D - Customs shall match arms and ammunition when returned with exit data. E - In the case of loss, steal or damage of weapons, evidence attested by the Saudi embassy must be produced.

Conditions and procedures to import, buy and sell individual firearms, air-rifles, hunting guns, accessories and spare parts, ammunition

Conditions:A – Applicant must be a Saudi citizen. B – Age must be at least twenty-five years. C – Applicant must be mentally and physically sound, capable of exercising the activity. D – Applicant's criminal, security record must be clean. E – Applicant must have a valid business licence (CR). F - A bank guarantee equaling S.R. 5000 (five hundred thousand riyals) is required.
Procedures:A – Application is submitted to the competent authority to complete the procedures for the licence. B – Applicant is given a deadline for a period of six months to get a certificate from the Public Security and Civil Defence indicating the presence of an exhibition, and two (2) containers fulfilling the terms and conditions of security and safety. C – Applicant must provide a certified bank guarantee of five hundred thousand Saudi riyals. D - A ministerial decision is issued to grant the licence from the competent authority to practise the activity for a period of five years, renewable for a similar period as per issuance requirements.

Procedures, conditions to transit personal protection weapons

A - The ministry of foreign affairs provides the customs department with information available about the weapons, quantity of ammunition and their holders. B - The customs uses this information of arms and ammunition and provides the security services with a copy upon arrival and departure. C – Apply the reciprocity principle in each case separately.

Procedures, conditions to transit hunting weapons
-
A – Application is submitted to Saudi embassies abroad; if applicant is inside the kingdom, he submits an application to the interior minister stating his name and nationality with a breakdown of weapons and ammunition.
B - If crossing is for hunting, application must include campaign leader name, nationality and names of accompanying individuals and nationalities; and determine the types of weapons and ammunition, vehicles and vehicles plates' numbers. C - Define destination state and attach an approval from such an state allowing entry of the campaign, weapons and ammunition. D - Competent authority shall provide the customs and security authorities the names of people allowed crossing for the purpose of hunting. E - Customs shall check and match weapons and ammunition; then seal such with the red wax when enter the Kingdom, and notify exit port. F - The customs shall prepare the necessary entry permission and provide the competent authority with a copy of it.

Procedure to cancel licensing of Saudi institutions, companies or change activity
-
A - In case of violation of Weapons and Ammunition System by security institutions and important oil and industrial companies, the supervising authority shall report the violation to competent authority to look in it.
B - In case of cancellation of licence or change of activity to a different activity that does not require the availability of arms, ammunition and spare parts, such must be delivered to a security supervisor until ceded to a similar institution or company or re-exported; if this is not possible, a committee shall be formed of the concerned security authorities to decide on them. C – In case of licence cancellation, previous paragraph (b) is applied.

Terms and specifications for storing weapons and ammunition
-
A – Establishing two (2) warehouses according to the technical specifications of the armories of weapons and ammunition, one for the weapons and the other for munitions. These stores shall have two keys, one with the warehouse keeper and the other with the director of the company or institution, who must be lawfully qualified to carry firearms.
B - Pledge to provide advanced warning devices connected to the security services in these armories. C - Commitment to provide all means of security, safety within the facility as defined by the supervising security agency. D - The security agency overseeing the facility shall inspect and monitor to ensure compliance with the weapons terms and instructions; in the case of a breach of such terms, it must be reported to the competent authority.

Instructions for circulation of weapons within Saudi companies and institutions

A – Staff working in armed security companies must undergo a training course in the area of weapons.
B – Weapons must be handed over only to the Saudi staff working in security companies, who must meet the conditions for carrying and possessing arms when they are on duty, that requires the presence of weapons with them according to records showing the time and date of receipt and delivery and the type of work assigned as per the prepared form. C – A separate licence for each weapon issued by the authorised bodies is required as per the prepared form. D – Staff must refrain from carrying weapons and go out when off duty.

Procedures to import individual firearms, ammunition and accessories for Saudi institutions, companies

A – An institution or company shall submit an application to the public security (Weapons and Explosives Department) or the premises security command, requesting import of firearms and ammunition.
B - Determine the quality and number of weapons and ammunition required based on field survey; then submit an application to the competent authorities to be forwarded to the administration of arms at the ministry of defence and aviation, to secure them in accordance with relevant administrative and financial instructions. C – If required weapons are not available inside the kingdom, the beneficiary party shall request such be imported from abroad, and identify weapons details in the application. D - The competent authority shall finalise procedures for importing arms and ammunition; the beneficiary party shall issue end-user certificate, receive the weapons and ammunition from the administration of arms at the ministry of defence and aviation and report the arrival of weapons to the competent authority. E – Specimens of imported weapons shall be received from the beneficiary under the supervision of public security (Weapons and Explosives Department), and weapons are sent to the forensic evidence to take the mark, and then transported to stores. F - The public security and premises security shall organise shooting training programmes for workers in the private civil security guards companies, and industrial security pursuant to organising instructions.

Licensing requirements for arming Saudi companies

A – Company must be authorised to exercise work of security guards.
B – The person responsible for the management and circulation of arms and ammunition must be a Saudi national who meets the requirements to carry or possess personal firearms. C – Availability of a safe place to keep the arms and ammunition certified by the supervising security authorities.

Procedures for waiving individual firearms and licensed hunting weapons and air guns

A – The person to whom the waive is made must meet terms for granting the licence; fill in the relevant form.
B - After issuing the licence, the waiver's licence is canceled; and in the new record it must be indicated that the weapon has been waived, and shows the date and time of waiver.

Procedures to purchase air-rifles from licensed shops
-
A – Submit a copy of the national identity card with the original for screening, and submit three (3) photos size (4×6) with a white background wearing Saudi civilian clothes.
B – Purchaser's age must be at least twenty years. C - Fill out the relevant purchase form, which must be signed by two witnesses as per the prepared form. D – Submit the documents to the district police to issue the necessary permission. E – The selling shop shall keep records, including gun No., the brand, the manufacturing country; the buyer's name and address; the licence number, date and source of issuance.
